[provision] SPML WSDL Example...

Attached is an example of a WSDL definition for an SPML
based provisioning web service. It seems that this should be part of the SPML
SOAP/HTTP Bindings. It could only be an example because it would have to
include a dummy URL. Also a provisioning web service does not need to be
limited to just what is in this WSDL file. In fact the DirectorySmart
Provisioning Service will publish a WSDL that defines both SPML and DSML
services.
