[provision] Liaison to other Standards Efforts

I noticed in 
the "Intro to the PSTC" doc (at http://www.oasis-open.org/committees/provision/Intro-102301.doc) 
a reference to possibly using SOAP in the transport layer.  I realize that our TC hasn't addressed this yet, 
but, if we need a liaison to the SOAP standards team, I'm in a position to do 
that.
