LS PR #431 for Lazy Consensus: Update Command-ID Description

I’ve created
PR #431 :

This PR adds a description and a usage requirement to the Command-ID type.
Responds to item 3 in issue  #388 .
Assuming no objections are raised this PR will be merged on or after 27 December, per our interim lazy consensus procedure. Please review, and respond prior to 27 December if you  disagree.


Creating this PR led to a related question: the Message Headers type defined in
LS section 3.2  includes a
request_id
 of type String which is used in the same way  / manner as the
command_id
 in a Command message ( section  3.3.1 ); should the
request_id
 type be changed to
Command-ID
?
