Language Spec Changes Merged

TC Members: after approval at today’s working meeting, six pull requests were merged into the working branch of the Language Specification repository. If you are reviewing or contributing LS content you should  synchronize the “working” branch of your forks and clones.

Specific PRs merged were #s
399, 401, 402, 403, 404, and 405 . The changes made will be summarized at the 21 September working meeting.
