HTTPS PR #111 - new OASIS structure

I’ve created PR #11 against the HTTPS Transfer Specification: 
https://github.com/oasis-tcs/openc2-impl-https/pull/111 and placed on the 7 July working meeting agenda.  This PR reorganizes the specification to the new OASIS template.
