GCP Pub / Sub committee note

Initial draft of a Committee Note on use of GCP Pub/Sub at the January Plug Fest has been posted to GH:
https://github.com/oasis-tcs/openc2-cloudpubsub/blob/working/cloudpubsub-v1.0-wd01.md
This is a rough draft, and would benefit from feedback, particularly on what topic structures were actually used in each of the Plug Fest sub-projects.
