HTTPS Transfer Spec PRD01 Comment: Front matter missing section

Page 8, Line 45: The other two specifications include a Goal section in their front matter; that section does not appear in the HTTPS specification. Suggest copying the Goal section into this specification as section 1.7, for consistency.
