198 issues for ODF 1.3 - my rough count

Greetings!

I'm reviewing the latest spreadsheet of issues and by my count, there
are 198 issues set for ODF 1.3.

A number of those are simply editorial in nature and I am going to make
a rough count on those so we have a good idea of what substantive issues
remain.

You know, I can assign all the editorial ones to myself and use that to
filter down to the ones that require substantive proposals.
