Patrick -- I just had a chance to read the full GAO report issued last
month.  It mentions Legal XML several times, and prominently, as one of
the major private sector business standards developers.  It also makes
the statement at least twice that Legal XML has produced no standards to
date.  While that is technically correct, in that we have not put out a
"recommended standard," we have had a "proposed" standard for electronic
court filing out to the field for testing and use since March 2000.  The
specification and DTD have been widely implemented both by private
vendors and by courts, and have been shown to support an interoperable
transmission process in Georgia.  The standard has not achieved
"recommended" status because we have adopted the W3C policy that we will
not take a standard to that level until we have two independent,
successful interoperable implementations.  We have now moved to a
version 1.1, incorporating "reconciled" data elements from the
DOJ-sponsored reconciliation process that occurred over the past year.
That new specification and DTD are awaiting approval by the COSCA/NACM
Joint Technology Committee in July before becoming a new proposed
standard replacing the 1.0 proposed standard.

I believe that we should make sure that the GAO knows the full extent of
our progress toward a widely accepted standard for electronic court
filing.  The GAO report does not contain an email address for a GAO
contact to whom to communicate this information.  I wonder whether OASIS
has a communications channel to GAO to convey this information.

I understand that you will be meeting with the federal xml.gov folks
soon.  I would be glad to bring you up to speed on the justice xml
