        Here is a tailored Draft of an Independent Contractor Consulting Agreement with Appendix A Statement of Work. The goal is to develop an EMTC Emergency Management Framework to serve as a reference implementation for EDXL standards. The draft agreement, along with any needed modifications to meet general EMTC approval, will be forwarded to the steering committee for finalization and then forwarding to OASIS staff for execution.
