“specifications for a regional or global network” – it doesn’t sound like they’re looking to develop a message standard, but rather a routing standard. I think
 that would be a great thing. Yes, we need to reach out to them to see what their intentions are to make sure they know what has already be done in this area.

Yes, it is.  How do we reach out to these people?  They need to know that CAP is an international standard supported and endorsed by the World Meteorological
 Organization and also ITU-T Recommendation 1303.  We can also point them to the 10+ years of annual workshops we have had on the topics.
