FCC Action wrt CAP

Dear TC Members,

Please read the attached FCC Order which requires EAS Participants to 
use CAP.  This is another big step in the acceptance of CAP world 
wide.  Last June the Presidents Executive Order promoting CAP and 
this June, a new order requiring CAP for EAS Participants and the ITU 
adoption of CAP right around the corner!     Congratulations to all 
who have worked on CAP over the years.  You are all a special group 
of people and I have been honored to be part of this very important work.
