EDXL-Have major comment

EDXL-HAVE has hard-wired Triage levels (red, yellow, green, black).

There seems to a lot of different ways to categorise triage levels [1].

Perhaps the Triage levels should be externally defined vocabularies,  
rather than fixed elements?
