Lowest Confidentiality

The "Lowest Confidentiality" element is the lowest level for all of the 
content messages.

Q1: How do you determine this value if the content messages use 
different confidentiality codes?
For example, one message uses "confidential, secret, top secret, etc" 
and the other  uses
"level 1, level 2 level 3, etc"?
