RE: [emergency] Alternate Schema modified for 1.1

Kon,
	The schema you provided in your mail of January 12 appears to be
valid -- unlike the CAP V1.0 schema. In addition to manual checks, I've
confirmed that the schema validates properly using a variety of tools
including the .NET and XMLSpy schema validators.
