CAP Issue #9

Attached is proposed data dictionary language to address the 
"broadcast" use case.  You'll see that we've tried to a) limit the 
impact of this amendment to folks who actually need to implement it, 
and b) allow network operators to set and enforce whatever bandwidth 
policies are appropriate to their particular needs and capabilities.
