[ebxml-msg] Looking for information regarding SOAP licensing.

There is an interesting article regarding SOAP licensing on ZDNet, ref:

I believe Microsoft and IBM provided ebXML with a release of IPR for SOAP
1.1 so that ebXML's Message Service could utilize it on a royalty free
basis.

Does someone at OASIS have a copy of the IBM/Microsoft IPR release that was
provided to ebXML around February 2001?
If so I would be interested in seeing it.
