Regarding Specification: BPSS 2.0.3

Hi, I am working with BPS 2.0.3, I saw the Example "3.4.11.2 Sample Sintax" in the Specification, the following lines:

<Start name="ID876F38OP5" nameID="ID876F38OP5">
     <ToLink toBusinessStateRef="ID122A39C23"/>
</Start>

then......

<Transition>
        <FromLink fromBusinessStateRef="ID876F38OP5"/>
        <ToLink toBusinessStateRef="ID122A39C23"/>
</Transition>

My question is: why do I need a transition from Start to "ID122A39C23"? if "start" tells to go to  "ID122A39C23"?
