The resolver does not understand attribute values such as
"@target.dir@/docbook-xml-4.4/".
It looks like @target.dir@ is a placeholder that should be replaced with the
actual target directory. I don't know anything about the Velocity framework,
but those odd catalog entries definitely need to be fixed.
