X-Tech meeting hours and agenda

We'll start both days at 9am (meet and greet and set up and wait for those who
commute), with effective starting time at 9:30am

Both days I'll be commuting from Oakland, so please do not wait for me; let's just
say that my arrival time is indefinite...
