Hi Robert,

The stylesheet seems to be hard coded with 
continuous numbering throughout the document.  The template that 
handles production (in fo/ebnf.xsl) uses this xsl:number 
instruction:

 

<xsl:template 
match="production">

  ...

  <xsl:number count="production" 
level="any"/>

 

To change that behavior, you would need to copy 
that template to a customization layer and change the xsl:number element to 
reset at whatever boundary you want by adding a "from" attribute:

 

<xsl:number count="production" level="any" 
from="chapter|article|appendix"/>

 

This element is a bit of an exception in the 
stylesheets.  Most numbered items are numbered using a template with 
mode="label.markup".  Using a mode enables the number to be reused in more 
than one place, as for a table of contents or cross reference.  I'm going 
to file that as a bug so it can get fixed for a future release.
