“Processing cascading attributes in a map” topic

We have an outstanding open item from the “Cascading metadata”.
We need to substantially rework the “Processing cascading attributes in a map” topic, which is basically one long normative statement.
Robert and I have not made any progress on this, so we want to put it on the agenda for larger TC discussion.
