Time to clean up SVN

We started using SVN for version control in the DITA 1.2 time
      frame. Since then we've moved the following content to GitHub
      repositories:

    
      
Grammar files and source for specifications

      
Style sheets

    
    
We kept the following content in SVN:

    
      
DITA 2.0 proposals

      
Topics about administrative processes

    
    
I think we need to move all of the older stuff into an archive
      directory, so that it is not confusing for folks.
