regrets for 6/26; remove delayed conref domain

I have a conflict during today's DITA TC meeting.
Please accept my regrets.
I've adjusted the title of DITA 2.0 proposal #73 from "Deprecate" to '"Remove" delayed conref domain'.
(The title was already correctly reflected in the DITA 2.0 proposals list at https://github.com/oasis-tcs/dita/projects/2 ).
