"Hanging paragraphs"

I had a good call with Patrick Durusau last week.
I know think I understand what a "hanging paragraph" -- and what matter more, we don't have to worry about this; it is not germane to our topic-oriented architecture.
Patrick was looking at PDF output, and he did not realize that all the numbered "pieces" were standalone topics.
