Open Item?: Details of Shell Module Inclusion for 1.3

I may have lost track of this while I was on vacation and traveling, but I
believe Robert there is an open action to specify the set of modules to
include in all the 1.3 shells--I am waiting on this in order to update the
RNG shells to reflect that decision.

Has this action been completed?
