After further thought I agree that my first suggestion is better. It
really is tied to the fn behavior and would get lost being discussed as
part of @id. I do however think that @id should at least call out the
fact that fn uses the attribute differently so that users reading up on
@id would not miss it (my first suggestion covers this, I just want to
call it out more specifically).

I think the first option is better since this is really a detail of how
fn works, not a more general architectural aspect of DITA.
