Action: Eliot on L&T content and schema updates, Robert and Eric S onpackage updates for L&

I have started working on updating the L&T declarations and documentation.
However, I've run into some potential inconsistencies in the original
specification that my proposals did not completely address. Need to discuss
with L&T SC before proceeding.
