Re: [dita] Proposals for Refinements to Learning and Training Modules

Dear DITA TC,

Thanks, Eliot for preparing these proposals.
They address a number of specific implementation issues Eliot has encountered
in pilot use of the Learning and Training specialization with real content.

Eliot first raised these issues to the
Learning and Training sub-committee email list in June.  After some
email exchange and input, attending sub-committee members discussed each
proposal with Eliot at the July 16 meeting.  

The sub-committee input from the email
exchange and the July meeting supports each proposal, pending input from
the TC that there are no negative impacts on existing pilot implementations
or the schedule for getting DITA 1.2 ready for OASIS review.
