Proposal 12010 - unify topics and domains

Hi, Esteemed TC:

I've uploaded the proposal for unifying topics and domains.
As a proposal for increasing flexibility in specialization design, it complements the constraints proposal, so it seemed appropriate to consider both at once (as mentioned last Tuesday).
