step/substep and conref

Steps are used to 
define tasks.

 

Some steps in a 
task are actually substeps in other documented tasks, which prevent writers 
from being able to conref previously written steps.

 

Should we find a way 
to allow that or maybe allow for nested steps in future 
versions?
