Because there should be a retrievable resource (aka
document) at the location
indicated by the namespace name, we do need to interact
with the OASIS
sysadmin folks to determine the actual namespace names.
That is, while having "namespace" in the path isn't really
necessary or
particularly useful for the namespace name itself, it may
be quite useful
to help organize the actual namespace documents on the
OASIS server.

the front of the namespace URIs?
