Strawman proposal for DITA specification chunks

We talked about this a few meetings ago, wanted to feed discussion with
something a bit more concrete.

1. DITA topic specification
      topic DTD
      topic schema
      language reference for topics
            repeat for information types and domains in the base

2. DITA map specification
      map DTD
      map schema
      language reference for maps
            repeat for map specializations

3. DITA metadata specification
      shared metadata model for both topics and maps

4. DITA specialization: content
      class attribute and domains attribute
      generalization
      precedence rules

5. DITA specialization: design
      modularization and integration, naming schemes
            rules for DTDs
            rules for schemas

6. DITA specialization: processing
      modularization and integration, naming schemes
            rules for XSL
            rules for CSS
