XSD Specialization Coding Requirements: Need to clarifyorganization of components into *Mod.xsd, *Grp.xsd

Section 2.1.4.3.8.2.1 mentions the requirement for *Grp.xsd but not
*Mod.xsd. This is clearly an oversight (probably on my part).

Need to clarify the requirement for *Mod.xsd and more clearly state which
XSD components go in which files.

This is an action for me.

Cheers,

E.
