Changes in maintainers for cti-taxii-server repository

Hi All,

 

The maintainers of the cti-taxii-server repository have changed.

 

                Zach Rush (MITRE) is replacing Emmanuelle Vargas-Gonzalez (MITRE)

 

Maintainers are mainly responsible for accepting pull requests to the repository, in addition to regular upkeep.
