You could be interested to look at how all of this has been
implemented in XORCISM.
I found better to use Locales than just Languages (since we do
Intelligence, and for other reasons...).
Title and Description are there and meet your requirements if you look
at the tables and relationships like objects.
(There are plenty of use cases covered, from storing my french
versions of CVEs or IODEF, etc.)
