Public review versions of genericode spec and requirements

Hi Tony,

  actually, I need all 3 - editable source (ODT), PDF and XHTML. Unfortunately OO isn't very good at creating either
HTML or XHTML; I can try some tricks that I use to see what I can do if you'd like.
